Nothing is either low or high risk in isolation
It requires a human to make it more or less risky.
A pencil, on the face of it, is very low risk. A trained assassin could use it to finish you off in seconds.
It is the same with investments supposedly “low risk” investments – Government bonds, cash etc. – are dangerous beyond belief in the wrong hands or used for the wrong purposes.
